Free Zone Flexi-Desk vs Office: The Visa Requirement, Mapped Across 40 Zones

On the free zone flexi-desk vs office question, the visa requirement is the part that actually decides it: most UAE free zones will issue residence visas against a desk, but the number you get is capped by the tier you buy, and a handful of zones offer no desk product at all.

Twenty-nine of the 40 UAE free zones list a flexi-desk, co-working, shared-desk or virtual-workplace option in their workspace catalogue. Nine of those publish a visa number against that entry tier, and the nine answers run from zero to unlimited.

What is a flexi-desk, and does it get you a visa?

A flexi-desk is a shared, non-dedicated workstation in a free zone business centre, sold as part of a licence package rather than as a lease. In most UAE free zones it satisfies the workspace requirement for a licence and supports residence visas, but the allowance is set by the package tier — commonly zero to three, and unlimited in one zone.

Flexi-desk, co-working, virtual office and serviced office

Zones use four terms and rarely define them, so treat the label as a starting point.

Flexi-desk — a shared workstation bundled into a licence package. DMCC, IFZA, Meydan, DWTC and SPC all use this term.

Co-working — an open-plan membership rather than a nominated seat. RAKEZ calls its version a flexi facility; Innovation City calls it a shared desk; twofour54 calls it Co-lab.

Virtual office / registered business address — an address with no physical seat. Meydan pairs its licence with a registered business address; Ajman Free Zone, SPC and Fujairah Creative City all list a virtual office product. This is the tier most likely to constrain visas.

Serviced or executive office — a private, lockable room, leased. DMCC, DWTC, RAKEZ, DAFZA and KEZAD all offer this above the desk tiers, and this is where visa allowances start scaling with square metres.

The distinction that matters is not the name. It is whether the product is a package inclusion or a lease, because leases are what free zones use to set visa quotas.

Which UAE free zones offer a flexi-desk or co-working entry tier?

Workspace catalogues and visa figures are taken from each authority's own website. Package prices, where the zone publishes them, are official, with the observation date recorded against that zone in the directory.

Beyond these thirteen, all seven TECOM districts list co-working or D/Quarters space, as do Dubai Silicon Oasis, Dubai CommerCity, JAFZA, Khalifa Port FTZ, Shams, twofour54, SAIF Zone, KEZAD and Fujairah Creative City. None publishes a visa number against that tier.

Where a desk gets you unlimited visas

One zone: SPC Free Zone in Sharjah. Its official position is unlimited visas on a single business licence under the flexi-desk and pay-as-you-go model, with zero paid-up share capital required. Its entry package is AED 5,750 and the flexi-desk unlimited-visa package is AED 6,875, with up to five activities and up to 100 shareholders.

Everywhere else, the quota is a proxy for how many people the space could hold — SAIF Zone goes from three visas on a flexi-style office to eight on a roughly 21 sqm suite; ADGM allocates three per dedicated desk. SPC has decoupled headcount from square metres and charges per visa instead. Whether that suits you depends on your headcount trajectory: a low floor and no ceiling, but no fixed annual cost either.

The substance problem nobody mentions

Here is the tension that free zone resellers will not put in writing.

A desk-only setup is a perfectly legal way to hold a licence. But if you are also planning to claim 0% corporate tax as a Qualifying Free Zone Person, Cabinet Decision No. 100 of 2023, Article 8 requires that you undertake your core income-generating activities in the free zone and maintain adequate assets, an adequate number of qualified full-time employees, and an adequate amount of operating expenditure in the zone, relative to the activities you carry out. Core activities may be outsourced to a party in the free zone if you retain adequate supervision.

"Adequate" is deliberately relative, not a threshold — a two-person software company and a commodities trader are held to different standards of the same test. But a company with a shared desk, no staff in the zone, and its actual work performed elsewhere has a substance position worth taking advice on before it files, not after.

Note also that the AED 375,000 zero-rate band that applies to ordinary UAE taxable persons does not apply to Qualifying Free Zone Persons. None of this makes a flexi-desk a bad choice. It makes an unexamined 0% claim on top of one a bad idea.

Which zones have no desk tier at all?

Seven zones publish a workspace catalogue with no desk, co-working or virtual option in it: DAFZA, HFZA, ADAFZ, Dubai Maritime City, Gold and Diamond Park, RAK Maritime City and Fujairah Free Zone. These are facility- and land-led zones — warehouses, industrial plots, hangars, quay-wall access — and if you want one of them, you are leasing space, not buying a package.

DAFZA is the borderline case: it offers a business centre and serviced office, but no desk product appears in its catalogue.

Three more publish no readable workspace catalogue at all — DIFC, Dubai South and RAK ICC. For DIFC that is a data gap on our side: we have its published Innovation Licence fees but no workspace catalogue we could read. For RAK ICC it is not a gap: it is an offshore registry with no workspace and no residence visas of any kind.

When you actually need a physical office

Four situations override the price argument.

Headcount past the tier cap. Innovation City caps visas at four even on its AED 22,550 Growth tier. Ajman Media City tops out at three across its four standard packages, with add-on visa packages referenced up to 10 for shareholders. Past those points you are moving to leased space regardless.

Regulated or physical activity. Manufacturing, warehousing, laboratories, clinics, food handling and anything requiring an inspection will not be licensed against a shared desk.

Banking. UAE bank onboarding increasingly looks at whether the operating footprint matches the business described. A desk is not disqualifying, but it puts more weight on the rest of your file.

Ask each shortlisted zone three things in writing: how many visas this exact workspace product carries, what the next tier up costs, and what it costs to move tiers mid-year rather than at renewal. No zone in our dataset publishes that third number.
